Will AI replace dispatchers? 911 calls, freight loads and the data

Updated

"Dispatcher" covers two very different desks. One answers 9-1-1 calls and sends help. The other matches trucks, drivers and loads. Both juggle information under time pressure, and AI tools now route, schedule and draft for each. But the stakes and the outlook differ.

The short answer: AI is not expected to replace emergency dispatchers on current evidence. The US Bureau of Labor Statistics projects 4 percent growth for public safety telecommunicators from 2025 to 2035, with population growth and rising 9-1-1 call volume creating demand. Freight dispatch is more exposed to software that plans loads and routes, though the BLS has no separate profile for it. Projections are estimates, not guarantees.

How exposed dispatch work is

The International Labour Organization scores occupations' tasks from 0 (cannot be automated with generative AI) to 1 (could be done without a human operator), and groups them into gradients from 1 to 4, with 4 the most exposed; below them sit minimal exposure and not exposed (ILO Working Paper 140, 2025).

Occupation (ISCO-08)ILO categoryMean task score (0 to 1)
Telephone Switchboard OperatorsGradient 30.54
Transport ClerksGradient 30.50
Client Information Workers Not Elsewhere ClassifiedGradient 20.42

The ILO index does not list dispatchers separately, so these are the closest groups for call handling and transport coordination. It measures generative AI, not routing or scheduling software.

The BLS notes that budget constraints may limit hiring. It has no Occupational Outlook Handbook profile for truck or freight dispatchers.

Dispatch tasks AI is touching

  • Transcribing calls and filling in incident or load records.
  • Suggesting routes, units or drivers.
  • Matching freight to available trucks.
  • Translating calls and messages.
  • Drafting updates for drivers, customers or responders.

What stays with the dispatcher

  • Judgment under pressure: working out what the emergency is and where, from a frightened caller or a partial message, and deciding the response.
  • Talking people through it: giving instructions before help arrives.
  • Coordination: keeping responders, drivers and customers in step when plans change.
  • Checking: AI can produce confident but wrong output, which NIST calls confabulation (NIST AI 600-1). A wrong address or load detail has real costs. See checking AI output.
  • Accountability: a person stays responsible for each decision. See human in the loop and accountability.

How the job is changing

In emergency dispatch, AI is most likely to help with records, translation and call volume while people make the calls that matter. In freight, planning software takes on more of the matching, and dispatchers move toward exceptions, carrier relationships and problem solving.

Pay and how to get in

The US Bureau of Labor Statistics puts the median annual pay for police fire and ambulance dispatchers at $53,040 in May 2025, against $50,980 for all workers. The typical education needed to enter is: high school diploma or equivalent. See how this job compares in AI exposure by pay and AI exposure by education level.

Questions and answers

Will AI replace 911 dispatchers?

Not on current evidence. The BLS projects 4 percent growth for public safety telecommunicators from 2025 to 2035, driven by population growth and 9-1-1 call volume.

Will AI replace truck dispatchers?

Software is taking on more load matching and routing. The BLS has no separate profile for freight dispatchers, and the work is shifting toward exceptions and relationships.

How exposed is dispatch work to generative AI?

The ILO does not list dispatchers separately. Close groups score 0.54 (telephone switchboard operators) and 0.50 (transport clerks), both in gradient 3.

What dispatch work stays human?

Judging emergencies, guiding callers, coordinating when plans change, checking AI output and taking responsibility for decisions.
