Will AI replace budget analysts? Forecasting tools and the data

Updated

AI tools can now pull spending data together, build forecasts, flag lines that are over plan and draft budget narratives. Budget analysts still work with managers on what programs need, check proposals, weigh alternatives and explain funding requests to leaders, legislators and the public.

The short answer: budget analysts sit in some of the more exposed groups in the index, but the job is being reshaped more than replaced. The ILO's 2025 index rates accountants at gradient 3 (0.51) and financial analysts at gradient 4 (highest) (0.62), the closest groups for budget analysts. The US Bureau of Labor Statistics projects 2 percent growth for budget analysts from 2025 to 2035, slower than average, with about 2,900 openings a year, mostly to replace workers who retire or change jobs. Projections are estimates, not guarantees.

How exposed budget analysts are

The International Labour Organization scores occupations' tasks from 0 (cannot be automated with generative AI) to 1 (could be done without a human operator), and groups them into gradients from 1 to 4, with 4 the most exposed; below them sit minimal exposure and not exposed (ILO Working Paper 140, 2025).

Occupation (ISCO-08)ILO categoryMean task score (0 to 1)
AccountantsGradient 30.51
Financial AnalystsGradient 4 (highest)0.62

The ILO scores groups of occupations, so these are the closest groups for budget analysts, not a score for the job title itself.

What the BLS projects

The BLS says calls for efficient use of public funds will keep demand for budget analysts to estimate program costs, develop budgets and explain their findings to legislators and the public. Its outlook does not mention AI.

Where AI is helping

  • Combining department spending data into one view.
  • Forecasts and what-if scenarios.
  • Flagging spending that is off plan.
  • First drafts of budget justifications and summaries.

What stays with budget analysts

  • Trade-offs: helping leaders choose between programs with limited money.
  • Compliance: checking proposals against rules and funding conditions.
  • Explaining: defending a budget in front of managers, boards or legislators.
  • Checking AI help: generated figures and summaries can be wrong, which NIST calls confabulation (NIST AI 600-1). See checking AI output.

How the job is changing

Pulling and formatting numbers takes less time, so more of the job is analysis and advising. Analysts who can test and explain a forecast have more options. This page is general information, not financial advice.

Pay and how to get in

The US Bureau of Labor Statistics puts the median annual pay for budget analysts at $91,640 in May 2025, against $50,980 for all workers. The typical education needed to enter is: bachelor's degree. See how this job compares in AI exposure by pay and AI exposure by education level.

Questions and answers

Not on current evidence, though the closest ILO groups are fairly exposed. The BLS projects 2 percent growth from 2025 to 2035.

Why is budget analyst demand steady?

What budget work stays human?

Advising on trade-offs, compliance checks, explaining budgets to decision makers and checking AI figures.
